N2 - A management plan for an IT project implies that the processes for the development give effective and efficient answers for the involved actors, even more so if they are organizations that are not dedicated to the development of software. This study has the purpose of developing the “SAFeBOK” agile model for managing the initial phase in IT projects. This model extracts the best practices from the SAFe agile framework and the traditional PMBOK guide, created in three stages: Explore, Devise, and Structure. For the validation of the model, a total of 33 projects developed during the last 2 years were considered, and these were organized in two groups: Traditional (Other methodologies) and SAFeBOK. The evaluation was done through a questionnaire, 23 of them were under the traditional development model and 10 applying SAFeBOK. The results were significant with a p-value <0.05. In conclusion, this model guides the project manager and product owner, in the management of their initiatives or projects, in order to deliver to the development team a minimum viable product to build with the greatest detail, ensuring the generation of value in the initial phase of the project.
